City of Carlinville City Council met March 18.
Here are the minutes provided by the council:
PRESENT: Alderman Downey, Alderman Koller, Alderman LeVora (on the phone), Alderman Reese, Alderman Wagstaff, Alderman Ober, Alderman Harber, Mayor Oswald, Deputy City Clerk Julie Stults, Police Chief Graham, Public Works Director Dan Held, and Economic Development Administrator Bobbi Bates
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.
Approval of Bills - Motion made to approve reports and bills by Alderman Harber, seconded by Ober, motion passed unanimously.

Old Business
IARWC Update: Dan Held gave an update on finalizing engineering plans, well fields, permits, and easements. He stated they are looking under 5 year time frame for completion.
Zoning update/201 McCausland Ave: Chief Graham updated the City Council that the Fire Chief gave 7 days for all the problems to be corrected. Chief Graham let the Alderman know that he had the City Attorney send a letter giving the owner 30 days to have all the tenants out. Chief Graham also stated they have another meeting with the owner tomorrow.
Annexation Update: Bobbi Bates updated the City Council that the engineers are working on the annexation and will be doing it in two parts. They will annex all the unoccupied locations first and then within 45 days the occupied locations will be annexed.
Agreement of Water Main Replacement: Mayor Oswald asked for a motion to pass the agreement with Woodard and Curran for bidding and construction from McCausland to Colt road. Motion to pass the agreement made by Alderman Downey, seconded by Alderman Harber, motion passed unanimously.
New Business
Trees in Library Blvd: The City Council received a letter from a Library employee stating Jerry Thomas is concerned about the trees causing issues when people are walking down the sidewalk and pulling in and out of the City/Library parking lot. Chief Graham and Dan Held also agreed that they cause a problem when pulling in and out of the parking lot. A motion to remove the trees in the Library Blvd by the City Street workers made by Alderman Harber, seconded by Downey, motion passed unanimously.
Appointment of John Eldred – Zoning: Mayor Oswald stated she would like to appoint John Eldred to the Zoning Committee. Motion to approve Mayor Oswald appointment of John Eldred made by Alderman Downey, seconded by Ober, motion passed unanimously.
Accept offer for Lake Side by Side: Alderman Koller informed the council we did not receive any bids but have received a offer since the bidding process was complete for $500.00. Motion to accept the offer of $500.00 for the used lake side by side by Alderman Harber, seconded by Downey, motion passed unanimously.
Lake Purchase of Side by Side: Alderman Koller explained to the City Council that the lake has been two years with out a side by side and it is used on a daily basis. A lengthy discussion about warranty and specs was had by the City Council. The council decided to table the purchase until the next meeting where Alderman Koller will have the information for the City Council.
Police Officer Swearing In: Mayor Oswald sworn in Cade Smith.
Motion to adjourn was made by Alderman Downey at 6:32 p.m., seconded by Wagstaff motion passed unanimously.
