City of Carlinville City Council met May 6.
Here are the minutes provided by the council:
PRESENT: Alderman Downey, Alderman Harber, Alderman Ober, Alderman Wagstaff, Alderman Link, Alderman Reese, Alderman LeVora, City Clerk Carla Brockmeier, Mayor Oswald, Chief Derek Graham, Budget Officer Linda Boente, City Treasurer Jody Reichmann, Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing, Attorney Don Craven, Alderman Demuzio joined the meeting after being sworn in.
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Wagstaff, motion passed unanimously.
Approval of Bills - Motion was made to approve bills by Alderman LeVora seconded by Wagstaff, motion passed unanimously.

All three of the above listed correspondence were approved and placed on file after a motion was made by Alderman Harber, seconded by Ober, motion passed unanimously.
Mycah Wardell Correspondence – Motion was made to accept and place on file after a motion was made by Alderman LeVora, seconded by Ober, motion passed unanimously.
Public Comment - None
Old Business
Zoning Update – Update was given by Bobbi Bates on the following rezones - 227 East First South from commercial to government/525 Harrington Special Use from Residential to Multi Family/ 554 Ramey from Agricultural to Commercial.
Court Ordered Cleanups – Motion was made by Alderman LeVora, seconded by Harber to spend $2,500.00 at 226 Northwest and 825 Mayo to clean up properties, motion passed unanimously.
Façade Grants – A motion was made to approve nine (9) façade grants by Alderman Downey, seconded by Link, motion passed unanimously. Grants were given to August and Clare Adams, Gina Bellm, Casey Meehan, Andrea Spicer, Matthew Turley, Tanner Clagg, Jonathon Reid, Jonathan Chowles, and Rachael Hammann.
Review and Approval of Lowest Responsible Bidder for the Lead Service Line Replacement Project – Motion was made to spend up to $313,000. By Alderman Link, seconded by Obert for the lead service line replacement. Motion passed unanimously.
Review and Approval of Lowest Responsible Bidder for the Hwy 108 Water Main Replacement Project – Motion was made to spend $1,404,000.00 for the water main replacement project on Hwy 108 by Alderman Link, seconded by Wagstaff, motion passed unanimously.
Ordinance Approving Changes to the Carlinville Code of Ordinances (Lake Carlinville Boats) - Motion was made by Alderman LeVora, seconded by Wagstaff to approve ordinance to not allow boats on lake, motion passed 5-2, with Downey and Reese, voting nay.
New Business
Eagle Scouts / Matthew John and Patrick Joeseph Dunn both were given a proclamation by the mayor for their Eagle Scout projects.
Appointment/Swearing in of Alderman Ward 1- A motion to approve appointment of Blake Demuzio as Alderman Ward 1 was made by Alderman Downey, seconded by Harber, motion passed unanimously.
Mayor Appointments – Mayor’s appointments were approved by the council after a motion was made by Alderman Harber, seconded by Demuzio, motion passed unanimously. Appointments were made for committees, Carlinville Police Pension, Emily Hays and Courtney Dugger, Linda Boente – Budget Officer, Don Craven City Attorney, Derek Graham, Chief of Police, Library Board, Jenna Rosentreter and Elizabeth Burdell.
Vince Moreth/Schien Fire Hydrants – Vince Moreth addressed the council representing several business owners on the north end of Carlinville where a large fire recently took place. He addressed the city attorney regarding when repairs would be made to the water system near that property.
West Main Railroad Track Closure – FYI Railroad tracks on West Main will be closed May 8th at 7:00 p.m. to May 9th at 7:00 p.m.
Motion to adjourn was made by Alderman Downey at 6:25 p.m., seconded by LeVora motion passed unanimously.
