Macoupin County Board Finance Committee met May 16.

Here are the minutes provided by the committee:

Budget Hearing

I. CALL TO ORDER

PRESENT: Adden, Dragovich, Heuer, Kiel, Stayton, Duncan, Mueller, Deihl, Denby, Bishop, Blank

ABSENT: Payne, Armour

II. BUDGET HEARING

1. Aaron Bishop - Emergency Telephone System

Aaron Bishop for ETSB presented his budget request for the E911 fund. The overall budget would be increasing from $935,477 to $946,628 overall. This was mainly for salaries and work comp costs. With taking over the EMA duties, the work comp rate was adjusted to a new classification and have a large percentage change. The overall increase would be 1.19%

2. Michelle Mueller - Regional Office of Education

Michelle Mueller the Regional Superintendent of Schools presented her budget request. As usual, her budget request is divided between the four counties based on the equalized assessed values. The Macoupin portion is increased by $1,438.35 or 1.83% increase to help cover salary increases. She also reported that for the first time apparently ever Greene County has paid their full portion of the money.

3. Ken Deihl - Circuit Court

Ken Deihl presented the Circuit Court budget. He introduced Tom Denby who appeared to be the successor for his position beginning in December. Deihl pledged to try and make for as smooth a transition as possible for Tom. Deihl discussed his budget request. For the Circuit Court line item in the General Fund, there would be an increase of $21,500, or 10.92%, which is mainly to help restore the budget back to what it was before the ARPA money was being used to help cover some court costs the last few years. The Law Library Fund was a flat request. Most of this fund goes towards the subscription service for the law library online that attorneys and the public can use.

4. Anthony Kravanya - Coroner

The Coroner was busy on a call and was unable to make the meeting.

5. Christy Blank - Public Health

Christy Blank spoke about the Public Health department budgets.

Public Health is $11,238,720.

WIC Program is $159,554.

Public Transportation is $1,857,890

Community Care Health Center is $9,387,501

Community Health Centers Inc is $20,000

6. Pete Duncan - County Clerk

Duncan discussed the County Clerk budget request. The County Clerk budget in the general fund was increasing from $372,911 to $375,086 or a 0.58% increase. This represented his salary increase since no union increases were budgeted for as the negotiations had yet to begin. On the Election budget, there is a decrease from $379,635 to $357,309 or a 5.88% decrease. This represented the money that was added for the new voter registration and election management software being removed. Voting Center was remaining flat at $12,000 and Copy Room was flat at $18,976. His 2 special funds were flat requests at $55,000 for Recorder Microfilm and $10,000 for Vital Records Automation.
