Macoupin County Board Finance Committee met May 30.

Here are the minutes provided by the committee:

Budget Hearing

I. CALL TO ORDER

PRESENT: Payne, Adden, Dragovich, Heuer, Kiel, Stayton, Duncan, Lewis, Boehler, Kravanya, Briscoe

ABSENT: Armour

II. COMMUNICATIONS

1. Susan Lewis - EMA

Susan Lewis presented her budget request for EMA. It was a flat request of $58,204. She also said that she believed the grant amount for the year would be $22,449.87.

2. Julie Boehler - Animal Control

Julie Boehler spoke about the Animal Control budget. Her request was from $235,957 to $208,963 or a decrease of 11.4%. Pet Population Fund had an increase from $24,000 to $28,500 or a 18.75% increase. For the Animal Control budget, she was requesting a raise for the full time kennel attendant as there were more responsibilities. She also had a large increase as she had inadvertently left off the mowing service last year and needed it. She also had $5,000 increases for both vendor medical services and veterinary services. The Pet Population Fund budget was being increased to try and help cover the increases in spayed and neutering.

3. Tom Reinhart - Highway Department

Tom Reinhart spoke on the County Highway Fund was increasing from $1,864,850 to $1,892,050 or a 1.46% increase. County Township Bridge Fund was a flat request at $1,000,000. The County Motor Fuel Fund was increased from $1,926,500 to $1,929,500 or a 0.16% increase. The Matching Highway Tax Fund was a flat request of $1,000,000. The Township Motor Fuel Fund was a flat request of $3,500,000. And the Township Bridge Bond Fund was increased from $650,000 to $750,000 or a 15.8% increase.

4. Corinne Briscoe - Probation Department

Corinne Briscoe presented the Probation budget request. The Probation budget in the General Fund was a decrease from $472,331 to $463,262 or about a 1.9% decrease. This was mainly because a long time employee has left and the new salary is lower. She was continuing to ask to move some costs from the Probation Fees Fund to the General Fund as the state courts office has continued to require the Probation Fees Fund to not pay regular operational costs. The Probation Fees Fund request was decreasing $63,100 to $53,600 or a decrease of 15.06%. She also was decreasing the Drug Court Fee Fund from $8,000 to $5,000 or a 37.5% decrease. This was mainly due to the national opioid settlement money which has been extremely helpful.

5. Bobby Scott - Veterans Assistance Commission

Due to a miscommunication, Bobby was not present.

6. Anthony Kravanya - Coroner

Anthony Kravanya presented the Coroner budget request. Overall it is an increase from $88,910 to $106,757 or a 20.07% increase. Most of the increase was in the medical exams line items that was increasing by $16,473. There were more autopsies occurring in the county and the fees were a little bit higher than they had been in the past.
