City of Assumption City Council met Aug. 7.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor Pro-Tem Selena Reed who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Gary Nelsen, Kim Porter, Selena Reed, Kandy Smith, Travis Sullivan and Donny Walden. Also, present were Attorney Stephen Hedinger and City Clerk Janet Waller.

Present in the audience were Engineer Ron Legner from Chastain’s & Associates, Alysia Reynolds – Casey’s District Manager and Melissa Nelson – Casey’s Manager, Marilyn Ashinhurst, Mark Ashinhurst and Donna Ohl.

Absent were Mayor Derek Page and Treasurer Angel Palmer.

Council Member Nelsen, seconded by Council Member Walden, made a motion to approve the minutes of July 3, 2024 City Council Meeting. Motion carried with Alderpersons Nelsen, Porter, Reed, Smith, Sullivan and Walden voting aye and 0 nays.

Council Member Nelsen, seconded by Council Member Sullivan, made a motion to approve the minutes of the Special Meeting of July 16, 2024. Motion carried with Alderpersons Walden, Sullivan, Smith, Reed, Porter and Nelsen voting aye and 0 nays.

Approval of Bills:

Council Member Walden, seconded by Council Member Nelsen, made a motion to approve the payment of bills as they appear on Warrant Sheets. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Porter, Reed and Walden voting aye and 0 nays.

Public Comments on Agenda Items:

None

Communications from the Mayor:

The circus will be held on August 14, 2024 at 5:00 pm and 7:30 pm at the old football field. Everyone is welcome to attend.

School will be starting this month and everyone needs to be watching for children walking in town and the extra traffic at Bond and the Middle School.

Good luck to the Central A&M Raiders for a great football season.

The 4th of July Fireworks was very successful and thank you to the Assumption Fire Department for all their help.

Under New Business:

Engineer Ron Legner from Chastain & Associates gave an update. The Water Treatment Plant Project will have bids submitted with the Buy American Build America requirements. Bids will be opened September 12 and a Special Council Meeting will be held on September 17, 2024 for a motion to award a bid.

Motion to approve invoice for Sanitary Sewer Project

Petersburg Pay Request $60,816.16

Chastain Pay Request $10,754.70

Total $71,570.86

Council Member Smith, seconded by Nelsen, made a motion to approve the Petersburg Pay request for $60,816.16 and Chastain pay request for $10,754.70 for a total of $71,570.86. Motion carried with Alderpersons Porter, Reed, Nelsen, Sullivan, Smith and Walden voting aye and 0 nays.

A change order for 242 day extension that will go to June 30, 2025 for paving work will be needed. Council Member Nelsen, seconded by Council Member Walden, made a motion to approve to approve the 242 days extension until June 30, 2025 to allow for paving work. Motion carried with Alderpersons Smith, Walden, Sullivan, Reed, Nelsen and Porter voting aye and 0 nays.

Motion to approve invoice for Watermain Replacement Project

Petersburg Pay Request $87,481.31

Loan Disbursement $14,816.05

Total $102,297.36

Council Member Nelsen, seconded by Council Member Walden, made a motion to approve payment of a total of $102,297.36 for Petersburg Plumbing pay request of $87,481.31 and a loan disbursement of $14,816.05. Motion carried with Alderpersons Reed, Smith, Porter, Sullivan, Nelsen and Walden voting aye and 0 nays.

A 96 day extension change order to October 31, 2024 is needed to approve seeding until better weather. Council Member Nelsen, seconded by Council Member Walden, made a motion to approve the 96 day extension change order to October 31, 2024. Motion carried with Alderpersons Nelsen, Reed, Porter, Sullivan, Smith and Walden voting aye and 0 nays.

Motion to approve Lead Service Project

Petersburg Pay Request $45,814.05 Loan Disbursement $662.02 Total $46,476.07

Council Member Nelsen, seconded by Council Member Sullivan, made the motion to approve a payment to Petersburg Plumbing pay request of $45,814.05 and $662.02 loan disbursement for a total of $46,476.07. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Porter, Reed and Walden voting aye and 0 nays.

Change order #4 for a total of $414.00 is needed. Council Member Nelsen, seconded by Council Member Walden, made a motion to approve change order #4 for $414.00. Motion carried with Alderpersons Smith, Porter, Nelsen, Reed, Sullivan and Walden voting aye and 0 nays.

2 cd’s are up for renewal at the First National Bank of Pana. The first Cd is $20,173.52 and the other is $15,591.16. The CD’s will be renewed for 5% for 9 months. Council Member Nelsen, seconded by Council Member Smith, made a motion to approve CD $20,173.52 and $15,591.16 for 9 months at 5% at the First National Bank of Pana. Motion carried with Alderpersons Reed, Walden, Sullivan, Smith, Porter and Nelsen voting aye and 0 nays.

The District Manager from Casey’s would like to ask the City Council to approve gaming at the Casey’s in Assumption. There is 1 gaming license available. Council Member Nelsen, seconded by Council Member Smith, made a motion to approve a gaming license for the Casey’s. Motion carried with Alderpersons Walden, Reed, Smith, Nelsen, Porter and Sullivan voting aye and 0 nays.

The Knotty Pine will be having an event for the Child Care Fundraiser and would like to close the road in front of the Knotty Pine on August 18, 2024. Council Member Sullivan, seconded by Council Member Nelsen, made a motion to approve the road closure for the Knotty Pine Child Care Fundraiser on August 18, 2024. Motion carried with Alderpersons Porter, Reed, Nelsen, Sullivan, Smith and Walden voting aye and 0 nays.

Attorney Hedinger reviewed the comp time policy for the salary policeman. Council Member Walden, seconded by Council Member Nelsen, made a motion to approve the changes to the comp time policy in the Police Handbook. Motion carried with Alderpersons Nelsen, Porter, Reed, Smith, Sullivan and Walden voting aye and 0 nays.

A Panasonic Toughbook from CDS for the new squad car is $4,002.00. Council Member Nelsen, seconded by Council Member Walden, made a motion to approve the purchase of a Panasonic Toughbook from CDS for $4,002.00. Motion carried with Alderpersons Sullivan, Nelsen, Smith, Porter, Reed and Walden voting aye and 0 nays.

The cost of Chlorinator and rebuild kit will be $3,500.00. Council Member Nelsen, seconded by Council Member Porter, made the motion to approve the purchase of a Chlorinator and rebuild kit for $3,500.00. Motion carried with Alderpersons Smith, Walden, Sullivan, Reed, Nelsen and Porter voting aye and 0 nays.
