City of Hillsboro City Council met Sept. 3.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Downs at 6:45 p.m.

2. Roll Call was taken:

Present: Mayor Don Downs

Commissioners Fred Butler, Tommy Justison, Patrick Ward and

Kendra Wright

Absent: None.

Also Present: City Clerk David Jenkins

City Attorney Chris Sherer

Community Planner Sarah McConnell

Public Properties Supervisor Jim May

Police Chief Randy Leetham

Street Department Supervisor Justin Chappelear

Code and Zoning Officer Mike Lee

City Engineer Jeremy Connor

3. The Pledge of Allegiance was recited.

4. Public Comment: None.

5. Discussion – Application for Illinois Transportation Enhancement Program (ITEP) Project: Phase II of Hillsboro Trails: Economic Development and Community Planner McConnell presented Phase II of the Hillsboro Trails as the desired project for the City’s ITEP application. Connor reported the grant is an 80/20 split, meaning the City will have to match 20 percent of the funds. Connor said the project is estimated at around $1.1 million. McConnell stated the council will need to pass a resolution during the next meeting committing to the matching funds. Ward stated the City would have to come up with $200,000 as the match. 

6. Discussion / Action – Adjourn: Motion by Ward and second by Wright to adjourn the public hearing. Motion carried with a 5-0 vote in favor. The meeting adjourned at 6:58 p.m.
