Macoupin County Board General Administrative Committee met Sept. 5.

1. Approve Draft Agenda for September Full Board Meeting
Motion by Stayton, seconded by Ibberson to approve the draft agenda.

Duncan said there wasn't much to report as the election office had moved more towards administering the 2024 General and preparing for the 2025 election petition circulation and caucus procedure. They had used the template for the election judge manual to create a manual for local clerks to use for candidate filings in 2025 that he hoped would be helpful. He would also send a link out to the committee to review the standards and values that the different centers had been working on that were public so the committee could review them. He also updated the committee on the progress of the parking lot at the Voting Center which would hopefully be complete before early voting started at the end of September.
4. Josh Rogers with Great Plains Institute on Grain Belt Express Research Josh Rogers is a fellow with the Great Plains Institute who is doing research into local objections to transmission line projects such as the Grain Belt Express. In particular he is looking if there were things that would help ease the opposition. The committee discussed another energy line project that had come to the committee and discussed a potential bike path along the same lines, but it had seemed to die out. They also informed Rogers that they had passed a resolution asking that energy lines be placed underground in Macoupin county and said they would get him a copy of the resolution. There was also a discussion about the potential side effects that weren't really studied yet of living near a power line like this which was a major concern to them as communities like those in Macoupin tend to be families living in the same area for generations. The committee said that Rogers had their emails and if he had further questions, he was welcome to reach out.
