Macoupin County Board Finance Committee met Oct. 1.

Here are the minutes provided by the committee:

I. CALL TO ORDER 

PRESENT: Payne, Armour, Dragovich, Heuer, Kiel, Stayton 

ABSENT: Adden 

II. AGENDA ITEMS 

1. State's Attorney Request for Donation to Child Advocacy Center Garrison was requesting the committee consider giving the Child Advocacy Center as they are financial trouble. Jersey, Greene and Montgomery counties had all donated $10,000. He was hoping if there was an additional ARPA money left it go towards that. There was a discussion about the previous position being that any left over ARPA funds going towards the Courthouse HVAC project. 

2. State's Attorney Request on Second Assistant State's Attorney Salary Garrison said that his victims coordinator was retiring at the end of the month. He will be taking that money and moving it towards the second assistant State's Attorney position which would get it to about $80,000. He was also advertising for a second paralegal position. Until that position was filled, he and Jackie Walker in his office would be handling the victims coordinator position. 

3. Third Party Health Reimbursement Account Administration Bid Duncan said that his office and Public Health had a demo of a solution from isolved for the Health Reimbursement account administration. As a reminder the current system had changed hands recently and was not working for the county. This would be a one year commitment that was cheaper than our current option would be allow for each department to have their own accounts so Public Health would handle Public Health, the Courthouse would handle the Courthouse, etc. This option also allowed for employees with flex spending plans to be able to use a debit card instead of waiting for a reimbursement. Motion by Stayton, seconded by Armour to recommend the bid to the full Board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

SECONDER: Todd Armour, Vice Chair 

AYES: Payne, Armour, Dragovich, Heuer, Kiel, Stayton 

ABSENT: Adden
