Macoupin County Board General Administrative Committee met Oct. 3.

Here are the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Dunnagan, Stayton, Adden, Barr, Ibberson, Kiel, Kilduff, Duncan

ABSENT:

II. AGENDA ITEMS

1. Approve Draft Agenda for October Full Board Meeting

Motion by Ibberson, seconded by Adden to approve the draft agenda with amendments.

RESULT: APPROVED [UNANIMOUS] 

MOVER: Jim Ibberson, Member

SECONDER: Ross Adden, Board Member

AYES: Dunnagan, Stayton, Adden, Barr, Ibberson, Kiel, Kilduff

2. Non-Union Employee Time Sheets

Motion by Ibberson, seconded by Adden to approve the non-union timesheets.

RESULT: APPROVED [UNANIMOUS]

3. Election Update

Duncan said the election so far has had very high turnout for in person early voting and vote by mail. It has been pretty busy and the office had just sent requests for high school student election judges yesterday and were already getting quite a few applications.

4. GIS Website Upgrade and GIS Fly Over Potential Costs

Coe was unable to be present but he had a proposal for the required update for the GIS website. It would be about $17,000 paid over an 18 month period.

Without the upgrade, the website would need to be taken down. While the cost was significant, the committee felt that the website was a necessity at this point. The GIS Fund was not quite making the money necessary at this point to cover all expenses with the flight done every 4 years for pictometery. There would need to be a future discussion about potential ways to cover those costs.

Motion by Ibberson, seconded by Kiel to recommend the website upgrade contract.

5. Policy Regarding Door to Door Sales in Unicorporated Parts of County Barr said she had a constituent reach out about door to door sales in the unincorporated parts of the county. She asked if there was something the county had in terms of a permit or policy prohibiting sales. There didn't appear to be any. There was a discussion about the City of Girard's recent prohibition of door to door sales. There was a discussion of if this was more something townships should take up compared to a countywide policy. The committee decided to allow townships to look into it as there were potential issues that would need to be dealt with like political campaigns, girl scouts, farm seed salesman, etc.

6. Resolution to Prioritize Local Purchases Within Macoupin County

Stayton had done a draft resolution regarding the idea that preference should be given to local purchases during the bidding process. He felt that the county usually made that preference with a gentleman's agreement but this would make it more a formalized policy. The resolution was referred to the State's Attorney to review and for further thought about the reporting and implementation section since the county does not have a purchasing department.

Motion by Kilduff, seconded by Ibberson to adjourn at 5:50 pm. All in favor. Motion carried.
