1. CALL TO ORDER, ROLL CALL, PLEDGE OF ALLEGIANCE, and COUNCIL’S PRAYER: Mayor Chapman called the meeting to order at 7:00 P.M.

3. REVIEW AND APPROVAL OF EXECUTIVE SESSION MINUTES: Sept. 11, 2024. Council Member Girth made the motion to approve the Executive Session Minutes of August 14, 2024 as presented. Council Member Schick made the second.

5. NEW BUSINESS:
A. Request for Approval of Fundraiser: The BHHS Girl’s Basketball Team requested permission to hold a fundraiser at the four way stop on Oct. 11 from 4:30-7:00 pm and on Oct. 12 from 8:00 am-12:00 pm. Council Member Girth made the motion to approve and Council Member Webb made the second.

B. Road Closure Discussion: Julie Baer did not appear.
C. Request for Approval of Street Party: Winfred Dale did not appear.
D. Presentation of the FY 2024 Audit: Mark Vaughn. Mr. Vaughn presented the FY2024 Audit for the Council’s approval. He made the comment that he had notbeen able to present the audit this early since 2015. He commended the city on itsprogress in organizing the finances. The City is solvent and operating in the black.
He did suggest some bookkeeping directives to more accurately reflect balances ineach account. The recent water increase just covered the expenses of the waterdepartment. He also informed the Council that unlike in years past, there were no deficiencies, or material weaknesses to report. Credit for this is largely due to the efforts of the Deputy Clerk Chris Corby. Mr. Vaughn informed the Council that because of Chris’s efforts, Franklin & Vaughn are offering their services at no increase in costs for next year. Council Member Bruckert made the motion to approve the FY 2024 Audit and Council Member Girth made the second.

E. Approval of the Letter of Engagement for the services of Franklin & Vaughn for FY2025. Council Member Bruckert made the motion to approve and Council Member Girth made the second.

F. Discussion of Control Panel for the North Elevated Tank: Tabled pending more information.

H. Presentation by HMG Engineers: Doug Raterman presented a discussion of strategies for street maintenance and use of MFT Funds.
I. Approval to Purchase Ice Maker for City Hall-Council Member Bruckert made the motion to approve the purchase of the Manitowoc UYF0140A NEO for $2,355.

L. Discussion of Sidewalk at 132 S. Washington: John will have Public Works contact property owner the City to get it cut down.
6. EXECUTIVE REPORTS:
A. Public Works: The array at the lift station is hooked up and running. The piers for the solar at the park are ready to be poured.
B. Police Department: Chief Girth summarized his reports. Had a significant increase in calls. More domestic calls which had led to arrests. The officers have handled several accidents. Office Chapman wrote his first DUI. Officer Yates helped and the incident was upgraded to aggravated DUI. Fall Fest went by fairly uneventfully. John and the Chief received radios from the Mustache March fundraiser.
C. City Clerk: The clerk was absent and unable to provide a report.
D. Committee Reports: Council Member Bruckert asked about the decals on the police vehicle being removed so it can be sold. To have them professionally removed will be quite expensive. Council Member Schick mentioned that he used 3M adhesive remover which worked well. He will get some for the public works to use. There is some progress on the 615 Seminary property.
7. ATTORNY MATTERS: Mr. Verticchio provided an update concerning the administrative hearing date for Officer Castle being set for Oct. 23, 2024. He also informed the Council that Mr. Tervasi has made two $500 payments for the return of funds due to incomplete services. These funds will be returned to the sewer fund. The city will check on the status of the 110 Warren property and if progress has not been made to secure it, Mr. Verticchio will reschedule a court date to deal with the property.
8. ROLL CALL FOR CONCERNS FROM THE COUNCIL MEMBERS: Council Member Schick asked about the progress on obtaining the balls for the sewer. He will work with Chris to contact the company.
9. COMMENTS FROM VISITORS: Winfred Dale requested permission to hold his street party on Oct. 12 and close the street corner of 417 Franklin and 305 Clay from 5-10. After some discussion Council Member Girth made the motion to approve and Council Member Schick made the second.

Some discussion followed concerning who cleaned up the tree that Mr. Orland Snedeker brought to the city’s attention. Mayor Chapman informed the Council that he and his family had done most of the cleanup. Public Works removed the larger pieces.

12. ADJOURN: Council Member Bruckert made motion, seconded by Council Member
Arzuagas to adjourn the Regular Council Meeting of the City of Bunker Hill of October 9, 2024. Unanimous voice vote. Motion carried. Meeting adjourned at 8:20 pm.
