12.1 FY 2024-2025 Midyear Budget Review
Duncan walked through the revenue for the General Fund so far at the mid point. They had brought in about 49% of what they projected so far not counting property tax, transfers from last fiscal year, and the one time wind permit fee. He did a very early projection on next years revenue. Using the same projection methods they have been using, the revenue is down $231,871 from this year. Some of the numbers will increase, but even if they get back to even, there will be $300,000 in salary increases for just the sheriff union. He reminded the Board that 2/3 of revenue comes from property tax, sales tax, income tax and personal property replacement tax. These are basically flat. 2/3 of expenses are personnel costs and are increasing. He wanted to take this time before the budget process to set the table a bit of where things are and get the Board to think that this year is probably more of a maintenance budget than an expansion budget.
12.2 Adding Treasurer as Second Signer on All Accounts Currently Not Handled by Clerk & Treasurer
Payne said the Finance Committee had discussed this and was having Garrison check with the bank regarding if they would honor a two signature policy and they do not. There was a conversation about what the auditors would suggest. Duncan said they would be present at next month's meeting.
12.3 Update on County Sales of Property
Klausing updated the Board that there had been 0 bids on the property north of Carlinville so the committee was going to get a full appraisal for the property and try and sell it that way.
12.4 Grant Manager Job Posting
Klausing said the job posting for the grant manager would be going out with a deadline of April 18th to apply so that the committee would hopefully interview applicants at their April 29th meeting. It would be posted on various online platforms.
