Macoupin County Board Finance Committee met May 15.
Here are the minutes provided by the committee:
Members Present: Jon Payne, Todd Armour, Ross Adden, John Blank, Mark Dragovich, and Gordon Heuer

Officials and Department Heads Present: Pete Duncan, Anne Clough, Corinne Briscoe, Jordan Garrison, Michelle Mueller, and Shawn Kahl
1. Call to Order
1.1 Roll Call
There were six members present and one member absent.

2.1 Michelle Mueller - Regional SuperintendentPublic attachment
Mueller said her request was the same as last year, but since last year was a flat budget, it looked like about a $1,500 increase. She also said all counties are fully paying at this point.
2.2 Corinne Briscoe - ProbationPublic attachment

Briscoe said she had a small increase request for the general fund that would continue over the next three years in order to bring the Probation Department into compliance with new state standards on what probation fees can be spent on. They had 3 years to get into compliance and if they failed to, the salary reimbursement would begin to be cut by 10% at intervals until compliance is achieved.
2.3 Shawn Kahl – Sheriff
Kahl requested increases across his budget. There were the raises per the contract, increase in food costs for the jail, utility costs, increase in the jail medical contract. The jail medical contract is a flat fee unless the number of prisoners is above the contract cost, then there is a overage fee. We do not pay for federal prisoners. He also requested a $15,000 increase for upgrades to his computer system that is needed. He also said he believed he would need about $10,000 to finish out this fiscal year.
2.4 Anne Clough - Public Defender
Clough discussed her budget request. It was a flat request but since she was budgeting for a 3% salary request for her office, it would lower how much is available for all other expenses. Her budget is very salary heavy so there is not much for the other costs. She is getting by thanks to the grant from the AOIC which is covering many other expenses.
2.5 Jordan Garrison - State's Attorney
Garrison discussed his budget request. It included an increase due to the appellate prosecutor program dues going up and to give his employees a 3% salary increase. He felt his office was severely underfunded and that he wasn't able to hire a second assistant due to the lack of competitive salary being offered. He said he needed at least $50,000 in additional funding.
