Macoupin County Board Public Safety Committee met June 3.

Here are the minutes provided by the committee:

Members Present: Aaron Stayton, Mark Dragovich, Leann Barr, Ross Adden, Jim Ibberson, and Harry Starr

Members Absent: Jon Payne

Officials and Department Heads Present: Emily Gerl and Pete Duncan

1. Call to Order

1.1 Roll Call

There were 6 members and 1 member absent.

2. Agenda Items

2.1 Mutual Aid Agreement for Coroner's OfficePublic attachment

Duncan said Kravanya had handed this into the Finance Committee during the budget hearing. It would be a mutual aid agreement with other counties in case of a mass causality event. There were some questions about it so the committee requested him attend the full Board meeting next Tuesday.

Motion to recommend to the full Board.

2.2 Dart Gun Proposal Continued Discussion

Stayton said he had been speaking with Bertagnolli and there was a dart gun there back when she was administrator. There was no record of the Board approving the purchase before so possibly it dates back to when the Sheriff's Department ran Animal Control. Garrison had reviewed the policy and was requesting it be called something like a tranquilizer projectile. Stayton said he would update the language and hopefully they could get it approved next month. 

2.3 Animal Control Ordinance Update Continued Discussion

Barr and Stayton said that they had the most recent version of the ordinance and asked each member to review it before the next meeting.

2.4 Update from 911

Ibbreson said at the last meeting they discussed employee contracts. They voted to renew Lewis' contract and to not renew Bishop's contract. There will be a special meeting on Friday to discuss trying to find a new ETSB Administrator.

2.5 Update from Animal Control

Gerl said that Partners for Pets was coming weekly to pull a large number of animals from the facility. They would possibly be donating food and medicine in the future as well. APL would also hopefully be restarted in July which would be a significant help for the facility. Gerl also passed out a copy of the letter she was sending to the out of county vets.

2.6 Animal Rescue Proposal from Julie Boehler

Boehler discussed her teams no-kill animal rescue proposed start-up in Carlinville. What she was hoping to potentially work with the county on would be pulling from Animal Control's and Humane Society's dogs and cats that have been in their control for a long time and bring them to their facility. It would be 10 to 15 dogs and 10 to 15 cats to start. She was seeing if they were interested in allowing them to use some of the Animal Control facility space for this rescue. She was a separate entity that would not being doing Animal Control. The committee was concerned that the kennel space was already full as is and wasn't sure if there would be additional room for their animals as well. They were hoping to work with Boehler's rescue operation in ways that they could in the future.

Motion to adjourn by Stayton, seconded by Ibberson at 5:38 pm. All in favor. Motion carried.
