City of Assumption City Council met Aug. 6.

Here are the minutes provided by the council:

Meeting called to order at 7:00 p.m. at the Bromwell Lodge by Mayor William Herbord who led the Pledge of Allegiance.

Roll call was answered by Alderpersons Ricky Bradshaw Jr, Gary Nelsen, Herbert Palmer, Kim Porter, Travis Sullivan and Donny Walden. Also, present were Mayor William Herbord, Attorney Stephen Hedinger, Police Chief Seath Hubbs, Water Collector Tanya Rhoades, Employee Dana Owens, Treasurer Angel Palmer and City Clerk Janet Waller.

Present in the audience were Engineer Daniel Luca from Chastain’s & Associates, Janis Herbord, Dalton Burgess, Derek Page, Hailey Monnet, Katie Busboom, Dan Davis, Ben Thompson and Dalton Burgess.

Council Member Bradshaw, seconded by Council Member Nelsen, made a motion to approve the minutes of July 2, 2025 City Council Meeting. Motion carried with Alderpersons Walden, Sullivan, Porter, Palmer, Nelsen and Bradshaw voting aye and 0 nays.

Approval of Bills:

Council Member Nelsen, seconded by Council Member Palmer, made a motion to approve the payment of the bills as they appear on the Warrant Sheets. Motion carried with Alderpersons Bradshaw, Nelsen, Palmer, Porter, Sullivan and Walden voting aye and 0 nays.

Public Comments:

No comments.

Communications from the Mayor:

No information to share at this time as he continues to work on things. Communications from the City Attorney:

Attorney Hedinger is working on ordinance court for unpaid fines.

The owner of 213 Sarah Street cannot be located and Attorney Hedinger will work on publishing publications to reach the owner and will continue the process to get a court order.

Communications from the Treasurer:

Nothing to report.

Communications from the Alderpersons

Alderperson questioned if letters went out to the residents regarding the ditch between Larochelle Street and College Street.

Under New Business:

Engineer Daniel Luca updated the council on the Watermain Project. The project is almost finished and they will be working on grading and seeding.

The Lead Service Line Project is almost finished and they will be working on grading and seeding.

The Sanitary Sewer Project will be monitored for overflow. It is also in the final stages of cleanup.

The Water Treatment Plant continues with building walls.

A final count of fire hydrants will be available in the next couple of weeks.

Motion to approve invoice for Sewer:

Petersburg Pay Disbursement $270,648.82

Chastain Invoice $11,228.47

Total $281,877.29

Council Member Nelsen, seconded by Sullivan, made a motion to approve the Petersburg disbursement for $270,648.82 and Chastain pay request for $11,228.47 for a total of $281,877.29. Motion carried with Alderpersons Sullivan, Nelsen, Porter, Bradshaw, Walden and Palmer voting aye and 0 nays.

There was a change order for $3,137.22. Council Member Nelsen, seconded by Council Member Walden, made the motion to approve $3,137.22 for the change order. Motion carried with Alderpersons Palmer, Bradshaw, Nelsen, Porter, Walden and Sullivan voting aye and 0 nays.

Motion to approve invoice for Water Treatment Plant:

Burdick Plumbing Disbursement $245,412.00

Chastain Invoice $9,061.24

Total: $254,473.24

Council Member Nelsen, seconded by Council Member Palmer, made a motion to approve $245,412.00 for Burdick Plumbing and $9,061.24 for Chastain for a total of $254,473.24. Motion carried with Alderpersons Porter, Walden, Palmer, Sullivan, Bradshaw and Nelsen voting aye and 0 nays.

Mayor Herbord would like to appoint Ben Thompson as Chairman of Zoning and Dalton Burgess as Zoning Member. Council Member Walden, seconded by Council Member Bradshaw, made a motion to approve Ben Thompson as Zoning Board Chairman and Dalton Burgess as Zoning Member. Motion carried with Alderperson Nelsen, Porter, Sullivan, Walden, Bradshaw and Palmer voting aye and 0 nays.

An ordinance with an amendment to the City Zoning Code for Animal Shelters to be allowed in zoning districts designated as C-1 General Retail District was presented. Council Member Nelsen, seconded by Council Member Sullivan, made a motion to approve Ordinance 837 Amendment to the City Zoning Code for Animal Shelters to be allowed in Zoning Districts designated as C-1 General Retail District. Motion carried with Alderpersons Nelsen, Walden, Bradshaw and Sullivan voting aye and Porter and Palmer voting nay.

An ordinance to amend the golf cart ordinance for stickers to be purchased by every March and also to amend the hours for the golf cart ordinance by taking the hour regulation out of the ordinance was presented. Council Member Nelsen, seconded by Walden, made a motion to approve Ordinance 838 amending the requirement of all golf cart/side by side stickers be purchased by March 30 annually. Motion carried with Alderpersons Walden, Sullivan, Porter, Palmer, Nelsen and Bradshaw voting aye and 0 nays.

The Baxmeyer Subdivision loan will be closed out soon. Advertising was discussed. Public Comments:

The public questioned about the 213 Sarah Street and the process.

Council Member Nelsen, seconded by Council Member Walden, made a motion to adjourn the meeting at 7:28 pm. Motion carried with Alderpersons Nelsen, Walden, Bradshaw, Porter, Palmer and Sullivan voting aye and 0 nays.

Council Member Bradshaw, seconded by Council Member Palmer, made a motion to approve the City Council Minutes of August 6, 2025 at the September 3, 2025 Council Meeting. Motion carried with Alderpersons Bradshaw, Nelsen, Palmer, Sullivan and Walden voting aye and 0 nays.
