City of Carlinville Council met Dec. 17.

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Direso, Alderman Downey, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Heigert
Approval of Previous Minutes - Motion was made by Alderman Campbell to approve minutes, seconded by Oswald, motion passed unanimously.
Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Downey, seconded by Campbell, motion passed unanimously.
Correspondence
Phillip Warren Resignation Letter – Motion was made to approve and place correspondence on file by Alderman Direso, seconded by Campbell, motion passed unanimously.

Old Business
IARWC Update – Alderman Campbell reported that the company is still working on water purchase contracts and funding. They will be meeting later this month.
Tax Levy Ordinance – Second Read – Attorney O’Brien explained a few changes in the original ordinance (reducing police pension, increasing insurance fund) Motion was made by Alderman Downey, seconded by Direso to approve tax levy ordinance, motion passed unanimously.
Pay Request – Standard Addition Project – Phase 2 – Motion was made to approve payment to Haier Plumbing for $43,529.82 after a motion was made by Alderman Direso, seconded by Oswald, motion passed unanimously.
New Business
Eagle Scout/ Kellen Shanner – Mayor recognized Kellen Shanner for his Eagle Scout project of landscaping and repair of the Macoupin Co. Animal Shelter Sign.
Joe Boatman Recognition – Mayor recognized Joe Boatman for his 22 years with the City of Carlinville. He has moved on to other endeavors.
Ameren Presentation - tabled
Hire Full Time Police Officer – Motion was made by Alderman Campbell to replace Officer Warren, seconded by Direso, motion passed with Toon and Downey, voting nay.
Resolution IARWC Water Supply Contract - tabled
Approval of Work Order for MFT 2019 Program by Heneghan & Associates – Work Order for Heneghan to administer our MFT program for $7,000.00 was approved after a motion was made by Alderman Direso, seconded by Campbell, motion passed unanimously.
Engineering Contract for Wastewater Treatment Plant Assessment – PWD Held explained need for wastewater treatment plant study, due to the age of the plant, the study needs to be done to determine what needs to be done to stay in compliance with the EPA. A motion was made by Alderman Direso to approve the proposal from Meco Engineering, not to exceed 16,000.00, seconded by Toon, motion passed unanimously.
Christmas Eve – Mayor Demuzio asked for the employees of the city to have 4 hours off on Christmas Eve. Motion was made to approve by Alderman Downey, seconded by Oswald, motion passed unanimously.
Executive Session – Litigation - tabled
Motion to adjourn was made by Alderman Downey at 7:35 p.m., seconded by Direso, motion passed unanimously.
