Village of New Baden Village Board met April 15.

Here is the minutes provided by the board:

Mayor Picard called the meeting to order at 7:00 pm.

Present and answering to roll call: Mayor Christy Picard, Trustees Bob Oster, Jordan Pettibone, Taylor Zurliene, and Randy Joe Linthicum. Absent: Trustees Bill Malina and Ricky Johnson. Staff Members Present: Village Clerk Teri Crane; Village Administrator Mike Hemmer; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Chief of Police Scott Meinhardt; Commissioner of Public Works Ronald V. Renth; EMS Director Allen Gilbert; Treasurer Casey Pierce; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: None.

Motorcycle Awareness Month

Mayor Picard proclaimed May 2019 as Motorcycle Awareness Month as proposed by A.B.A.T.E. of Illinois Inc. (A Brotherhood Aimed Toward Education.

Treasurer’s Report

Treasurer Casey Pierce provided the March Treasurer’s Report for Board review. Ms. Pierce stated that the FCB Banks loan for a Police Vehicle was paid in full.

Commissioner of Public Works Report

Commissioner of Public Works Renth presented department report for review.

Plan Commission Advisory Report from April 9, 2019

Board members reviewed the Advisory Report/ Minutes from the Plan Commission meeting held on April 9, 2019. This meeting was for a Special Use Permit Petition from John P. Ziegler to allow for a Multiple-Family Dwelling at Parcel ID 11-10-18-114-004, commonly known as 9 N Railway St and 11 N Railway St, in a Single-Family Residence District (SR-2) and a Special Use Permit Petition from Hanover Automotive, LLC, to allow for an Automotive Repair Shop in a Community Business Zoning District (CB) at 501 W Hanover St. Mr. Ziegler was present to show the proposed off-street parking layout for the multi- family dwelling on Railway, which was a concern of the Plan Commission. By Village Code, ten (10) spots are required, Mr. Ziegler’s layout includes twelve (12) parking spots. Cadillac High Performance, who will be occupying 501 W Hanover St, were also present to answer any questions. Ordinances for these Special Use Permits will be considered at the May 6 meeting.

Citizen Addressing the Board

Resident John Peters, 308 N 8th St, was present to discuss sanitary sewer issues he has recently experienced on his property. It was decided that the Public Works Department would further look into this, and confirm the situation with the plumber the resident used. Mr. Peters also pushed for more mosquito larvicide control.

Consent Agenda

A motion was made by Trustee Zurliene and seconded by Trustee R. Linthicum to approve the Consent Agenda, which includes the of payment of current invoices and the Minutes from the April 1, 2019, regular meeting.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Ordinance 2019-04- 15-A: Repealing Ord. 2019-04-01-B Vacating the Portion of Joadland Dr That is Not in Use

A motion was made by Trustee Zurliene and seconded by Trustee Oster to pass Ordinance 2019-04-15-A: Repealing Ordinance 2019-04-01-B Vacating that Portion of Joadland Drive that is No Longer in Use. Administrator Hemmer reported that on the Tuesday (4/2/19) after these ordinances were approved, the Kalmer’s called Mr. Hemmer and indicated that they may not move forward with the proposed Northtowne Estates subdivision due to the cost estimates for the infrastructures. Mr. Hemmer, having talked to Mr. Kalmer and upon discussion with the Village Attorney, reached the conclusion that these ordinances should be repealed until the Improvement Plan application is signed, all review and Improvement Plan fees are paid in full, and the Final Plat is submitted. Mrs. Kalmer, who was present at this meeting, stated they are still receiving bids for the project.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Ordinance 2019-04- 15-B: Repealing Ord. 2019-04-01-C Changing the Name of Joadland Dr to Pennsylvania Ave

A motion was made by Trustee Pettibone and seconded by Trustee Oster to pass Ordinance 2019-04-15-B: Repealing Ordinance 2019-04-01-C Changing the Name of Joadland Drive to Pennsylvania Avenue.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Ordinance 2019-04- 15-C: Amending New Baden’s Budget for Fiscal Year 2018- 2019

A motion was made by Trustee Zurliene and seconded by Trustee R. Linthicum to approve Ordinance 2019-04-15-C: Amending the Village of New Baden’s Budget for the Fiscal Year Beginning May 1, 2018 and Ending April 30, 2019. This is the second amendment to the Fiscal Year 2018-2019 Budget.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum, Mayor Picard.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Ordinance 2019-04- 15-D: Adopting the Budget for Fiscal Year 2019-2020

A motion was made by Trustee Zurliene and seconded by Trustee Pettibone to approve Ordinance 2019-04-15-D: Adopting the Budget for Fiscal Year 2019- 2020.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Create Assistant Chief of Police Position

A motion was made by Trustee Pettibone and seconded by Trustee Zurliene to approve the position of Assistant Chief of Police. This is a temporary position that the new Chief of Police would be hired into until Scott Meinhardt’s last day.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

Village Administrator Search Update

Administrator Hemmer reported that to date, four (4) applications have been received for the Village Administrator position. The closing date on the advertising is April 22. Mayor Picard and Administrator Hemmer are interviewing two (2) candidates on Tuesday, April 16. A process similar to the Chief of Police will follow, after the Mayor and Administrator determine candidates to move forward, the Personnel Committee or Chair could then interview as a final interview.

Chief of Police Search Update

Administrator Hemmer reported that the Village received 16 applicants for the Chief of Police position. Mayor Picard and Administrator Hemmer interviewed six (6) and have moved three (3) onward to a joint meeting of the Personnel / Public Safety Committees on Tuesday, April 16. The interviews will be conducted in closed session starting at 6:00 pm. Prior to the interviews, the Police Officers will have an opportunity to informally meet the candidates.

C.J. Schlosser & Company, LLC, Engagement Letter for Fiscal Years 2019, 2020 & 2021 Audits

A motion was made by Trustee Zurliene and seconded by Trustee Pettibone to authorize C.J. Schlosser and Company, LLC, to conduct the Village’s Audit for Fiscal Years 2019, 2020 and 2021 at a cost of $14,200, $14,480, and $14,770, respectively.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee R. Linthicum and seconded by Trustee Zurliene to adjourn the meeting.

Ayes: Oster, Pettibone, Zurliene, R. Linthicum.

Nays: None.

Absent: Malina, Johnson.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:42 pm.
