Village of New Baden Village Board met March 18.

Here is the minutes provided by the board:

The Regular Meeting of the New Baden Village Board met Monday, March 18, 2019, at New Baden Village Hall, 1 East Hanover Street.

In the absence of Mayor Picard, it was motioned to have Trustee Bob Oster chair the meeting. The meeting was called to order at 7:00 pm.

Present and answering to roll call: Trustees Bill Malina, Bob Oster, Jordan Pettibone, Randy Joe Linthicum, and Ricky Johnson. Absent: Mayor Christy Picard and Trustee Taylor Zurliene. Staff Members Present: Village Clerk Teri Crane; Village Administrator Mike Hemmer; Chief of Police Scott Meinhardt; Public Works Employee Tim Deien; EMS Director Allen Gilbert; Treasurer Casey Pierce; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C. and Commissioner of Public Works Ronald V. Renth.

Treasurer’s Report

Treasurer Casey Pierce presented the February Treasurer’s Report for Board review.

IDOT Information Letter

An Informational Letter was received from Illinois Department of Transportation (IDOT) for the resurfacing of State Route 160. The $3 million resurfacing project will begin at 4th Street in Trenton and run south to State Route 161. According to the letter, the project has been let and is expected to be complete by August 31, 2019.

Consent Agenda

A motion was made by Trustee R. Linthicum and seconded by Trustee Malina to approve the Consent Agenda, which includes the of payment of current invoices and the Minutes from the March 4, 2019, regular meeting.

Ayes: Malina, Oster, Pettibone, R. Linthicum, Johnson.

Nays: None.

Absent: Zurliene.

A majority of the Board voting aye, the motion carried.

Eliminate Crossing Guard Position from 2019-2020 Fiscal Year Budget

Eliminating the Crossing Guard Position for Fiscal Year 2019-2020 after the current Wesclin School Year was a discussion at the recent Finance Committee Meetings; the proposed budget does not have the $4,800 for the Crossing Guard salary and benefits included. Administrator Hemmer contacted the Crossing Guard, Curt Wright, and he agreed that crossing activity has declined over the years. Mr. Hemmer contacted New Baden Elementary Principal Jamey Rahm. Mr. Rahm, who was in attendance, feels the position is needed for the bus traffic. In addition to the cost effectiveness of the position, Mr. Hemmer is not certain that having the Crossing Guard direct vehicle traffic is a good situation; which could be a liability to the Village. Vote was tabled due to the absence of Mayor Picard and Trustee Zurliene; it was also questioned if a vote was required or would it just be eliminated when the Fiscal Year Budget is approved.

Pay Request #3 (Final): Visu-Sewer of Missouri, LLC for 2018 CIPP Sanitary Sewer Lining Project

A motion was made by Trustee Johnson and seconded by Trustee R. Linthicum to authorize Pay Request #3 (Final) to Visu-Sewer of Missouri, LLC, for the 2018 Cured in Place Pipe (CIPP) Sanitary Sewer Lining Project for $9,182.15. This is the retainage on the overall cost of the $91,821.50 project.

Ayes: Malina, Oster, Pettibone, R. Linthicum, Johnson.

Nays: None.

Absent: Zurliene.

A majority of the Board voting aye, the motion carried.

Draft Fiscal Year 2019-2020 Budget Discussion

Board members reviewed the Draft Fiscal Year 2019-2020 Budget. Administrator Hemmer provided a “Key Points” memo with the Draft Budget after the review of each fund by the Finance Committee. Mr. Hemmer would like to thank the Finance Committee Members for their attendance and input at multiple meetings to develop the Draft budget. Discussion on any aspect that the Board or public would like can occur up until the final approval which will be at the April 15 meeting.

Fiscal Year 2019- 2020 Tentative Budget Available

Announcement of Fiscal Year 2019-2020 Tentative Budget Availability for Public Inspection at Village Hall on March 25, 2019 at 8:30am.

Fiscal Year 2019- 2020 Budget Public Hearing

The Public Hearing regarding the Fiscal Year 2019-2020 Budget will be on Monday, April 1, 2019 at 6:30pm, before the Regularly Scheduled Board of Trustees Meeting at 7:00pm. The next step in the schedule is to approve the budget on April 15, 2019.

Legion Memorial Swimming Pool Agreement with CCYMCA

Administrator Hemmer updated the Board that the Village is close to having a signed contract with the Clinton County YMCA (CCYMCA) for the operation of the Legion Memorial Pool for the 2019 season. The signed contract from the CCYMCA has not yet been supplied; it will be considered at a later board meeting. The management fee will remain unchanged at $12,000 and there are no major changes in the agreement.

Clinton County Car Club Shows at Village Park

Administrator Hemmer provided documents showing the dates of the Clinton County Car Club shows for 2019, from April to October, and the locations in the park (the Circle Drive, Lions club Pavilion, and the Gazebo) that the car show will use. Brad Jones, organizer of the event, is attempting to obtain insurance for the event since it will be held on public ground. Mr. Jones understands that the Village cannot allow the car shows without a certificate of insurance; he will keep Village staff updated on his progress.

There being no further business to be brought before the Village Board, a motion was made by Trustee R. Linthicum and seconded by Trustee Malina to adjourn the meeting.

Ayes: Malina, Oster, Pettibone, R. Linthicum, Johnson.

Nays: None.

Absent: Zurliene.

A majority of the Board voting aye, the motion carried, and the meeting adjourned at 7:22 pm.
