Village of New Baden Village Board met April 1.

The Regular Meeting of the New Baden Village Board met Monday, April 1, 2019, at New Baden Village Hall, 1 East Hanover Street. Mayor Picard called the meeting to order at 7:00 pm.

Prior to the meeting, a Public Hearing was held for the Proposed Fiscal Year 2019-2020 Budget.

Present and answering to roll call: Mayor Christy Picard, Trustees Bill Malina, Jordan Pettibone, Taylor Zurliene, Randy Joe Linthicum, and Ricky Johnson. Absent: Trustee Bob Oster. Staff Members Present: Village Clerk Teri Crane; Village Administrator Mike Hemmer; Attorney Doug Gruenke of Bruckert, Gruenke & Long, P.C.; Chief of Police Scott Meinhardt; Commissioner of Public Works Ronald V. Renth; Public Works Employee Tim Deien; Treasurer Casey Pierce; and Chief Building & Zoning Official Jerry Green. Staff Members Absent: None.

Resignation: Village Administrator Mike Hemmer

Village Administrator Mike Hemmer has given his 60-day Notice Of Resignation to Mayor Picard. His last day with the Village will be May 28, 2019.

IDOT Information Letter

An Informational Letter was received from Illinois Department of Transportation (IDOT) for the resurfacing of State Route 160. The $1.5 million resurfacing project will begin at State Route 161 and will run south to State Route 177. According to the letter, the letting date for the project is April 26 and is expected to be complete by August 31, 2019.

Citizen Addressing the Board

Resident Kara Tucker, 101 W Poos Dr, asked the Board if it was possible to have a “Children at Play” sign placed on W Poos Dr. Discussion amongst the Board members was not in favor of a sign, historically the signs work in the beginning, but eventual they become overlooked. Chief of Police Meinhardt also agreed with this; he stated the best option would be to treat that area as a ‘hot spot” and better patrol the area. The consensus of the Board was in favor of more patrolling vs. the placement of a sign.

Consent Agenda

A motion was made by Trustee Pettibone and seconded by Trustee Malina to approve the Consent Agenda, which includes the of payment of current invoices and the Minutes from the March 4, 2019, regular meeting. Consent Agenda also included approving the following: Resolution 2019-04-01-A: Authorizing the Sons of the American Legion June Jamboree Parade on Saturday, June 15, 2019; a Class “E” Liquor License (Special Event): New Baden Sons of the American Legion, June Jamboree; Friday, June 14 and Saturday, June 15, 2019; Sign Request by New Baden Sons of the American Legion for placement of signs at Village Park for the June Jamboree; and the June Jamboree Mud Bog Event.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

Ordinance 2019-04- 01-A: Changing the Name of Kreamer Drive to Kraemer Drive

A motion was made by Trustee Johnson and seconded by Trustee Zurliene to pass Ordinance 2019-04-01-A: Changing the name of Kreamer Drive to Kraemer Drive. Ron Kalmer of RWK Building and Remodeling, developer of North Ridge Estates Subdivision, has requested the name change. This is the 3rd time that Kraemer Drive has changed names since the development of the subdivision. The cost of the Kraemer Drive sign is $45.50; that cost does not include the labor to install. Debbie Kalmer stated that they will pay for the new sign.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Ordinance 2019-04- 01-B: Vacating the Portion of Joadland Drive That is Not in Use

A motion was made by Trustee Johnson and seconded by Trustee R. Linthicum to pass Ordinance 2019-04-01-B: Vacating that Portion of Joadland Drive that is No Longer in Use. Board members reviewed a map indicating the portion of Joadland Drive that will be vacated; it will be incorporated into a lot in the Northtowne Estates Subdivision.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

Ordinance 2019-04- 01-C: Changing the Name of Joadland Drive to Pennsylvania Avenue

A motion was made by Trustee Pettibone and seconded by Trustee Malina to pass Ordinance 2019-04-01-C: Changing the Name of Joadland Drive to Pennsylvania Avenue. Ron Kalmer of RWK Building and Remodeling, developer of Northtowne Estates Subdivision, is requesting the change as part of the Final Plat of the subdivision, which is not yet ready for approval. Joadland Drive was named by the developer of Caylin Ridge Estates; no homes have an address on Joadland Drive. The cost for Pennsylvania Avenue signs are $51.51; that cost does not include the labor to install. Debbie Kalmer stated that they will pay for the new sign.

Nays: None.

Eliminate Crossing Guard Position

The eliminate of the Crossing Guard Position came from discussion at the Finance Committee Meetings regarding the FY 2019-2020 budget; it was tabled after discussion at the March 19 Board meeting. The tentative budget does not include the $4,800 for the Crossing Guard position. Administrator Hemmer did contact Curt Wright and Mr. Wright agreed that crossing activity has significantly declined in recent years and he understands about the position being eliminated. Mr. Hemmer also contacted New Baden Elementary Principal Rahm, who attended the last Board meeting. Mr. Rahm feels the position is needed for the bus traffic. In addition to the cost effectiveness of the position, Mr. Hemmer is not certain that having the Crossing Guard direct vehicle traffic is a good situation; this may open the Village liability issues.

A motion was made by Trustee Pettibone and seconded by Trustee Johnson to eliminate the Crossing Guard Position from the 2019-2020 Fiscal Year Budget after the current Wesclin school year ends.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

Appointment: Kara Tucker, Park Board

A motion was made by Trustee Johnson and seconded by Trustee Zurliene to appoint Kara Tucker to the New Baden Park Board.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

Part-time Paramedic: Amanda Sutphin

A motion was made by Trustee Zurliene and seconded by Trustee R. Linthicum to approve the hire of Amanda Sutphin as a part-time EMS Paramedic effective May 1, 2019. Ms. Sutphin will also be eligible for IMRF benefits.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

Part-time EMT Basic: Kelly Claypool

A motion was made by Trustee Johnson and seconded by Trustee Zurliene to approve the hire of Kelly Claypool as a part-time EMT Basic effective May 1, 2019. Ms. Claypool will also be eligible for IMRF benefits.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

Part-time EMT Basic: Mike Markovich

A motion was made by Trustee Johnson and seconded by Trustee Pettibone to approve the hire of Mike Markovich as a part-time EMT Basic effective May 1, 2019. Mr. Markovich will also be eligible for IMRF benefits.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Part-time EMT Basic: Tabathia Stricklin

A motion was made by Trustee Zurliene and seconded by Trustee Pettibone to approve the hire of Tabathia Stricklin as a part-time EMT Basic effective May 1, 2019. Ms. Stricklin will also be eligible for IMRF benefits.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

R.P. Coatings Inc.: Pay Request #4 (Final) – Ground Storage Tank Painting & Repairs Project

A motion was made by Trustee Zurliene and seconded by Trustee Johnson to authorize Pay Request #4 (Final) to R.P. Coatings Inc. for $20,606.22 for the 500,000 Gallon Ground Storage Tank Painting & Repairs Project. This is the retainage that was held for the project. Public Works Commissioner Renth stated that the minor leak that was previously discovered was taken care of by a repair from Spaeth Welding; since then, no other leaks noted.

Chief of Police Search Update

Administrator Hemmer reported that 16 applications were received, most of which are very well-qualified. The Mayor and Mr. Hemmer have interviews with six (6) of them over the next two weeks. Mr. Hemmer would like a joint Public Safety/Personnel Committee meeting called after the 9th, where interviews could set up with top three (3) prospects to prioritize them. Discussion determined that the Chairpersons of those committees would participate in the 2nd interviews and make recommendations to their respective committees.

Draft Fiscal Year 2019-2020 Budget

At the previous Board meeting, Key Points and the draft Fiscal Year 2019-2020 Budget were presented to Board members. The tentative Budget has been available for public inspection since March 25. The Public Hearing for the Budget was held prior to this meeting.

Fiscal Year Auditor Contract

The Village received four (4) bids for audit services for a three (3) year term (2019, 2020 and 2021). Bids were received from C. J. Schlosser & Company, LLC; Kerber, Eck, & Braeckel LLP; Scheffel Boyle; and Sikich LLP. Mr. Hemmer has contacted the references of the low bidder, C.J. Schlosser. C.J. Schlosser currently does the audit for several communities surrounding New Baden. Mr. Hemmer expects a contract to be available for the Board to consider at the April 15, 2019, Board meeting.

Agreement with Gateway Region YMCA for the 2019 Pool Season

A motion was made by Trustee Johnson and seconded by Trustee Malina to authorize the Agreement between Village of New Baden and the Gateway Region YMCA for the 2019 Operation and Management of the Legion Memorial Swimming Pool. The YMCA – Clinton County Branch is designated as the location responsible for administering this Agreement. The management fee will remain unchanged at $12,000 and there are no major changes in the agreement.

Social Media Policy

Board members reviewed a Memo from Administrator Hemmer with the Attorney approved Social Media Policy. This Policy will be pinned at the top of all of the Village’s Social Media pages. Currently the Village has the following Facebook pages: Village of New Baden IL, New Baden Park and Recreation, New Baden Police Department, and New Baden Legion Memorial Pool.

A motion was made by Trustee Zurliene and seconded by Trustee Johnson to approve the Social Media Policy for the Village of New Baden.

Ayes: Malina, Pettibone, Zurliene, R. Linthicum, Johnson.

Nays: None.

Absent: Oster.

A majority of the Board voting aye, the motion carried.

There being no further business to be brought before the Village Board, a motion was made by Trustee Johnson and seconded by Trustee Malina to adjourn the meeting.
